Complaints in a specific area can be a result of a number of factors - the training of a police force, the perception of police officers, the number of crimes that occurs, the amount of interaction between a citizenry and its police force, how data is collected, and so forth. While more complaints within an area may or may not mean more mishandling of the public by a police force, it might also mean a multitude of other things.
