Too Many Admins, Not Enough Teachers

What's the Story

California's high school graduation rate is only 71.2%. California has the 4th highest student-teacher ratio (20:1) in the nation and a very low teacher-admin ratio (4:1). California needs smaller classes. Why are there so many administrators and not more teachers?
