Many expenditures listed as "other"

What's the Story

The Department of Health and Human Services accounts for a majority of its expenses as “Other”, “Other Services”, and “Governmental”. Greater transparency there would explain a great deal.

Transparency
This is wrong, the first step toward fixing our state is having information easily accessible about how our finances work. Classifying expenditures this way inhibits accessibility and prevents transparency.
